Oliver is taken aback when one of his targets is suddenly shot dead by an unknown assailant. Since his mission focuses on delivering justice rather than killing, he finds this interference unwelcome and sets out to track down the shooter. He soon discovers that the assassin, Deadshot, is eliminating businessmen who are about to bid on an energy company, with Walter among them. Faced with the challenge of protecting his loved ones while stopping Deadshot, Oliver turns to Detective Lance for assistance, but his actions lead to serious repercussions. Meanwhile, Laurel and Tommy find themselves in a tense situation involving Oliver.
