When Toby's bell breaks and no replacements are available, he reluctantly has to use a whistle. His discomfort grows when James informs him that the whistle is a loud 3-chime steam version, which is particularly unsettling for the old tram engine, who despises loud sounds. Struggling to adapt, Toby faces the challenge of navigating his duties with this noisy new accessory.
