Washington, D.C., once notorious as "Crack City" and the murder capital of the nation, saw a decline in drug availability due to heightened police activity after September 11. In the troubled neighborhoods of southeast D.C., however, one substance persists: PCP. This potent drug is wreaking havoc, as users often believe they are invulnerable, leading to bizarre and dangerous behaviors. The documentary takes viewers into the emergency room, where doctors handle around 80 psychotic patients each month who are under the influence of PCP.
