Mike's political mentor is gearing up for a meeting with the mayor, who is set to appoint him as the leader of the city's millennium project. Meanwhile, Marie remains in town, causing trouble with James. The mayor and Janelle are organizing a social gathering. Owen, having undergone a transformation over the years, now sees himself as the Messiah. After Carter entrusts Rags, a sick dog, to Paul, a tragic accident leads to the dog's death. However, Owen miraculously revives Rags with a simple touch.
