Commander Cross takes matters into his own hands by unofficially reviving the Retro girl case, assigning Pilgrim and Walker to spearhead a secret investigation that could prove perilous. Simultaneously, Los Angeles faces a state of emergency as gang violence escalates, prompting the legendary Power, SuperShock, to come out of retirement to restore order.
