The residents of the Unnamed Village are growing increasingly frustrated with the rise of crime. In a desperate bid to regain control, they opt to legalize and regulate villainy. After failing an evil assessment, Eggman faces a 90-day waiting period before he can resume his nefarious plans. He decides to manipulate Orbot into obtaining an evil license, with himself pulling the strings from behind the scenes. However, Orbot's newfound arrogance spirals out of control, prompting Eggman to enlist Sonic’s assistance to thwart the ambitions of The Malevolent Dr. Orbot.
