Leslie's former best friend, Lindsay Carlisle Shay, instigates a conflict by erecting a massive fence around a park in Eagleton, preventing Pawnee residents from accessing it. This prompts Leslie to declare war on Eagleton. In a parallel storyline, the team discovers that it’s Ron's birthday, a detail he has gone to great lengths to keep under wraps.
