Cloyd and Gidney find themselves in a tough spot as they run out of fuel—though they might just be running low on fudge cake! With Boris and Natasha having stolen their last fuel tank, the moon men must reveal the recipe to Rocky. However, they’re missing one crucial ingredient: mooseberry juice, which can only be found in a single location across the country—Rocky and Bullwinkle's own hometown, Frostbite Falls, Minnesota, with a mere twenty-three residents. Meanwhile, the scheming Boris and Natasha prepare to make their getaway in a tiny submarine.
