Beaver Falls is gripped by panic as the Highheel Bandit terrorizes the community. In response, the residents unite to create a task force led by two members from The Happy Guys of Pittsburgh club. This prompts George, Kevin, and Mr. Belvedere to don women's clothing and act as decoys. Meanwhile, Wesley influences the young boy that Heather is babysitting, leading to some mischief.
