In 1944, during World War II, a catastrophic explosion at the U.S. Navy's Port Chicago, near San Francisco, claimed the lives of over 350 sailors, primarily African-Americans. In the aftermath, a group of 50 sailors decided to refuse work until their safety concerns were addressed. They were subsequently charged with mutiny and faced a court martial, but their convictions were later overturned. Now, a surviving sailor seeks to have his record and those of the other "mutineers" cleared. Cmdr. Turner, tasked with a discreet investigation, uncovers the injustice and confronts Lt. Singer in court. Meanwhile, Harm accompanies Lt. Sims on a house-hunting trip.
