Meanwhile, the Senate minority leader threatens to derail the President's legislative plans, suspecting that Hoynes is engaging in political tactics for the upcoming Presidential election. In a separate storyline, Toby extends a Cabinet position to a Congresswoman, only to find himself compelled to retract the offer.
