The Mayor's campaign for re-election takes an unexpected turn when Egghead secures a stunning victory, aided by some mind control. However, his rule at city hall transforms Super Hero City into a bureaucratic chaos for both heroes and villains. In a frantic bid to liberate everyone from Egghead's influence and thwart the villains’ impending invasion, Wolverine teams up with the Mayor to confront a united front of heroes and villains.
