The Boy Scouts of America limits membership and leadership roles to heterosexual males who hold religious beliefs, excluding both atheists and homosexuals. The organization claims that these groups are not suitable scouts or role models. If the BSA were solely privately funded, it could enforce any discriminatory policies it chose. However, since it relies on funding from federal, state, and local governments, the BSA's exclusionary practices are unjustifiable and unacceptable.
