Inspired by a TV segment featuring a mayoral candidate in their town, the Rugrats decide to hold their own election to determine the "mayor" of their little group, pitting Tommy against Phil. At the same time, Didi and Betty are busy preparing mailers to support Sheila Swann, the candidate running for mayor in their town.
