The charred body of an Asian girl discovered near the Chinese consul general's residence prompts detectives to suspect she was involved in a political protest. However, forensic evidence reveals she was killed prior to the fire, thrusting them into a complex religious dispute. With the consul general emerging as their main suspect, tensions rise further when they learn that his lawyer is a longtime acquaintance of District Attorney Branch.
