In Ukraine, over 30,000 children with disabilities reside in state-run facilities. While a handful are orphans, the majority have families but still find themselves living in children's homes, many of which are in dire conditions. The Ukrainian government has committed to putting an end to this situation, introducing the most significant reforms since the country gained independence from the Soviet Union 26 years ago.
