The Troubled Teens program is set to visit the Jail, and Julian devises a scheme to have Gorilla Fingers dismissed. He gets the teens intoxicated and high, creating chaos. As Channel 10 News and the Mayor show up to cover the program, things take a turn for the worse, leading to a disastrous outcome.
