In mid-October 1932, the country is captivated by the presidential race between the sitting president Herbert Hoover and challenger Franklin D. Roosevelt, who is battling the effects of polio. Amidst the ongoing Prohibition, the government is exploring methods to denature alcohol, which legitimate businesses require for industrial uses like perfume production. The idea is that if this alcohol is altered, it would be rendered useless to bootleggers, preventing it from falling into the wrong hands.
