The Mayor of Trumpton pays a visit to Lord Belborough, seeking his suggestions for raising funds for the Old People's Holiday Fund. While en route to the Pottery, Lord Belborough offers Winnie a lift on Bessie. As she holds onto her balloon, an idea begins to form in his mind.
