Chaney gets reassigned from Blue Thunder after abandoning a drug stakeout to chase down kidnappers. In his absence, command of the helicopter is handed over to his bitter rival, putting Chaney on the sidelines while the person he trusts least now holds the keys to the city's most powerful surveillance weapon.
